Bought the 500 watt double quartz heater less than a year ago and it started beeping and flashing auto shut off and it was always submersed too it out cleaned it still doing the same thing

My 25w small submersible heater is flashing between 73 and whatever temp I have it set at. It was set at 80 and it flashed between 73 and 80. I changed the temp to 78 and its flashing between 73 and 78. The tank temp on my separate thermometer is reading OK. Its a 3gal
